The architect Ernest Jaspar shaped this building with its atmosphere of an English club in the 1920s. The façade on Rue du Champ de Mars with its moulded elements and arched windows surrounded by garlands is particularly distinctive. While certain alterations have been made to the interior, the salons, meeting rooms and study spaces have retained their panelling, stuccoed ceilings and tranquil ambience. The role of the University Foundation which occupies the space is to support higher education, science and research, and to serve as a meeting place for Belgian and international academics. It was founded in 1920 with the proceeds from the sale of surplus food resulting from the efforts of American businessman Herbert Hoover and Belgian banker Emile Francqui to address shortages during the First World War.
